Could this be reality?
This rubble mountain (yes, there's one at each of the four corners) forms the unbridgeable interface between two plans which are likely to remain incompatible until the Japanese government works out how to change the laws of three-dimensional geometry.

Looks like Plan B loses, having had the end of its drain chopped off in a most unceremonious manner. Notice in the photo on the right that the other drain parallel to the river doesn't seem to need to be connected. I have doubts about these drains. Sometimes I think they are merely part of a mysterious ancient ritual marking system, no longer understood by anyone.
